What are the most important concerns of top management? Almost any group of top executives in the United States or in many other Western nations would rank the following very high on the list:. In approaching these problem areas, Japanese managers—especially those in business—behave in a strikingly different fashion from U. The Japanese apply different principles and have developed different approaches and policies to tackle each of these problems.

It would be folly for managers in the West to imitate these policies. In fact, it would be impossible. Each policy is deeply rooted in Japanese traditions and culture. Yet the principles underlying these Japanese practices deserve, I believe, close attention and study by managers in the West. They may point the way to a solution to some of our most pressing problems.

And if proof of this were needed, the American might add, the history of President Lyndon B. Let us consider the experience of Japan. Let me illustrate:. Indeed, our books on decision making try to develop systematic approaches to giving an answer. To the Japanese, however, the important element in decision making is defining the question.

The important and crucial steps are to decide whether there is a need for a decision and what the decision is about. The answer to the question what the West considers the decision follows its definition. During this process that precedes the decision, no mention is made of what the answer might be. This is done so that people will not be forced to take sides; once they have taken sides, a decision would be a victory for one side and a defeat for the other.

All of this takes a long time, of course. The Westerner dealing with the Japanese is thoroughly frustrated during the process. He does not understand what is going on.

He has the feeling that he is being given the runaround. To take a specific example:. It is very hard for a U. One delegation takes copious notes and goes back home, only to be succeeded six weeks later by another team of people from different areas of the company who again act as if they had never heard of the matter under discussion, take copious notes, and go home.

There is a complete account of this process at work—though it does not concern a business decision. The account deals with the decision to go to war against the United States in When the Japanese reach the point we call a decision, they say they are in the action stage. On that decision depends the specific answer to the problem that is to be worked out. For, during the course of the discussions leading up to the consensus, it has become very clear what basic approaches certain people or certain groups would take to the problem.

Top management, by referring the question to one group or the other, in effect picks the answer—but an answer which by now will surprise no one.

Everybody has been presold. Also, their process makes it clear where in the organization a certain answer to a question will be welcomed and where it will be resisted. Therefore, there is plenty of time to work on persuading the dissenters, or on making small concessions to them which will win them over without destroying the integrity of the decision.

Every Westerner who has done business with the Japanese has learned that the apparent inertia of the negotiating stage, with its endless delays and endless discussion of the same points, is followed by a speed of action that leaves him hanging on the ropes.

And that, as all decision makers learn, is the really dangerous course, the irretrievably wrong decision. Above all, the system forces the Japanese to make big decisions. It is much too cumbersome to be put to work on minor matters.

It takes far too many people far too long to be wasted on anything but truly important matters leading to real changes in policies and behavior. Small decisions, even when obviously needed, are very often not being made at all in Japan for that reason.

I once watched a Japanese company work through a proposal for a joint venture received from a well-known American company, one with which the Japanese had done business for many years. The Orientals did not even discuss the joint venture at the outset. Until the Japanese understood that the decision was really about the direction of the business, and that there was need for a decision on that, they did not once, among themselves, discuss the desirability of the joint venture, or the terms on which it might be set up.

It has, by the way, been doing very well since its formation. In the West we are moving in the Japanese direction. This explains in large measure why so many brilliant reports of the task leaders and planners never get beyond the planning stage.

The groups decide on an answer and then document it. To the Japanese, however, the most important step is understanding the alternatives available. They are as opinionated as we are, but they discipline themselves not to commit themselves to a recommendation until they have fully defined the question and used the process of obtaining consensus to bring out the full range of alternatives.

To be accurate, the picture must be qualified with such facts as the following:. But, while job security and compensation are quite favorable for Japanese workers as a whole, the picture does not have the implications a Western businessman might expect. Instead of a rigid labor cost structure, Japan actually has remarkable flexibility in her labor costs and labor force. What no one ever mentions—and what, I am convinced, most Japanese do not even see themselves—is that the retirement system itself or perhaps it should be called the nonretirement system makes labor costs more flexible than they are in most countries and industries of the West.

Actually, most Japanese companies, especially the large ones, can and do lay off a larger proportion of their work force, when business falls off, than most Western companies are likely or able to do.

Many companies, strongly backed by the government, are now installing supplementary pension payments, but by Western standards these payments are still exceedingly low. Considering that life expectancy in Japan is now fully up to Western standards, so that most employees can expect to live to age 70 or more, this bonus seems wholly inadequate. Yet no one complains about the dire fate of the pensioners. More amazing still, one encounters in every Japanese factory, office, and bank, people who cheerfully admit to being quite a bit older than 55 and who quite obviously are still working.

For nine weeks following the kayakers' deaths, the U. Army Corps of Engineers did not post signs warning about the dams at river entrances or near the dams themselves.

The three low-head dams on the Long Tom were built in the s as a way to slow the river and reduce erosion following the completion of Fern Ridge Dam, which had significant flooding not long after its completion.

There were reported deaths due to incidents caused by low-head dams nationally between and There were another 38 drowning deaths at or near low-head dams in Of the three cases in Oregon of dam-related incidents between and compiled by the Association of Dam Safety Officials, none were connected to low-head dams. Going back further, Oregon kayaker Timothy Tworog died in after getting trapped below a low-head dam on Rough and Ready Creek south of Cave Junction.

Caution: Officials warn of 'drowning machine' dams after river deaths, high water. These deaths have drawn nationwide attention to low-head dams and the need for their removal, but not so much in the Pacific Northwest. So far, the Midwest has had the biggest push to remove low-head dams following repeated drownings — one-third of all low-head dam drownings in the United States have been in Iowa, Minnesota and Pennsylvania, according to a study by researchers at Brigham Young University.

While no agency knows for sure how many low-head dams exist in the U. There are three low-head dams on the lower Long Tom, all north of Fern Ridge Dam where the river flows from. Of the 13 dam systems the Corps oversees in the Willamette Valley, the Long Tom is the only one that includes low-head dams, Petersen said. The Corps is working with marine patrol personnel in Lane and Benton counties to install temporary and eventually permanent warning signs, both at public access points upstream from the dams and at the drop structures themselves, Petersen said.

The signs for the river entrances, which were developed and will be provided by the Oregon State Marine Board, have not been delivered yet, Petersen said. No signs anywhere. It doesn't look like there's a drop at all, so you won't know that there's a drop until you're in it. The Corps will also partner with the Oregon State Marine Board to educate the public about the river's hazards, Petersen said. Dukes and Fleming said Mariana was FaceTiming with a sibling just prior to going over the dam, signing off after saying something was coming up on the river.

Fleming said he doesn't think a full dam removal is necessary, but he stressed the need for more signs that are easily findable from the river and entrance points. Petersen explained that the three low-head dams were built two years after the completion of Fern Ridge Dam, after a storm event had flooded an area 1. The Corps found that the channel below the dam could confine only about of the 3, cubic feet-per-second water flow required to release from the dam in typical conditions. The low-head dams have a little more than two river miles between them, with the first located just south of the Ferguson Road bridge, one near downtown Monroe, and the Stroda dam in the most remote area about halfway between the other two.

The Corps of Engineers has been working with the city of Monroe and others on a pre-existing environmental project to consider taking out a low-head dam near its downtown area to allow for fish migration. The project has been in the works for over a decade, with the primary goal of restoring fish migration that has been blocked by the dam since it was built.

The project is currently in its feasibility phase, with the Corps considering proposals to modify the dam to bring back fish passage. Those include dam removal, rerouting water through previously used channels, or filling in the area below the dam with boulders.

Monroe City Administrator Steve Martinenko, said he anticipates the Corps will request to hold a public meeting in September to discuss the plans for the dam and get public feedback. The entire project would likely cost millions of dollars, but Petersen did not have a more specific estimate. Although the Army Corps of Engineers gets to decide on a preferred plan for the Monroe dam, the other parties involved have been providing input, and the city of Monroe would need to make a formal decision on whether to support it.

Several of Mariana Dukes' family members said they had no idea about the dangers of low-head dams before reading The Register-Guard's article on the dam's role in the tragedy. Mariana's cousin, Michelle Fleming, added that she was frustrated the Benton County Sheriff's Office didn't inform them about the dam factoring into their deaths before they read about it in the article. Angry and frustrated about the deaths, some family members including Tina Dukes and Michelle Fleming said they may sue the Army Corps of Engineers for not having signage up beforehand.

Other victim family members, including Fleming, said they don't have any interest in suing and that it wouldn't accomplish anything. Michelle Dukes said she thinks it could draw attention to the need for public awareness about the dams.

O'Connor's nine-year-old daughter jumped in to try and save her, but she got caught as well, and both drowned. The family's estate filed a lawsuit with the Oregon Court of Appeals , naming the Oregon Department of Fish and Wildlife and other agencies as the defendants, alleging they were negligent for building a dam in a way that it created a dangerous undertow.

The project also factors in that Monroe draws its water from the river and would need to modify its water intake equipment following potential dam removal. In town there have been mixed opinions, with some in favor of removing the dam, and others who are against it and have fears that it could bring back the flooding and erosion from before, according to Martinenko.

Sometimes, it's a feeling of not wanting to change the way the river has been for so long. According to Martinenko, safety aspects were not a major concern regarding the dam removal prior to the tragedy, but are now. The Monroe city dam is significantly taller than the one where the two kayakers died and could trap boaters in the same way.

It is now. The deaths have led to residents questioning why the Long Tom's low-head dams have not been removed already. Begley, who has a whitewater paddling background, added that he was surprised 79 years passed by without a known paddling fatality or near-fatality at any of Long Tom's low-head dams.

Begley gave a different perspective, and said because there are a few different reasons a community might want to remove a dam, it could be funded through a mixture of sources, such as a NOAA grant to help fish populations, or a Coast Guard or FEMA grant to address the dangers to humans.
