Safety and emergency management structure found in the port environment
Metrics details. Maintaining port safety in full conformity with IMO standards is a requisite for every port and country. To do this, understanding the challenges and human factors involved is key. To date, much research has shed valuable light on these factors and considered how to address them.
One aspect that is often noted is that both maintaining port safety and researching port safety presents numerous challenges. This paper considers both these aspects in the context of a case study of port safety in Kaohsiung port, Taiwan.
Suggestions for how this research can be approached are made. Kaohsiung Port is largest international port in Taiwan and was ranked 13th among global container ports in To be a sustainable port-city, and to operate in future as a smart city, it is key for aspects such as port safety to be considered.
Russo et al. Improving port safety is key to the evolution of technological processes and city development, and in turn, this development should be framed within appropriate theories implemented through appropriate rules, and it is the convergence of these aspects that helps reach any practical implementation of plans [ 1 ]. Importantly, port operations entail many risks and related hazards such as oil spills, collisions, grounding, truck accidents, injuries, and personnel going overboard.
By researching port safety we mean the idea of investigating and establishing how such safety is achieved, what are the factors involved, and issues such as the amount and nature of the data involved. The process of actually researching port safety can be highly complex. For example, some accidents may be caused by a combination of factors e. Some sensitive cases may be settled out of court, some data may be official, and sensitive data involving business reputation, secrets, or lawsuits may be withheld.
Footnote 3. The remainder of this paper is structured as follows. Section 2 reviews literature around maintaining and researching port safety.
Section 3 outlines and explains the approach to interviews with port operators and government officials. In section 4 results are presented and discussed alongside the literature, in the context of the challenges of both maintaining and researching port safety, and of illustrating the interdependencies of such factors and therefore the importance of studying and considering them as a whole.
Moreover, many shipping operators need to implement such regulations in an unstable regulatory environment [ 14 ]. In other research, studies have attempted to provide benchmarking and management tools for ships to indicate their safety levels [ 15 ] or more specifically to create safety preparedness for cruise ships [ 16 ], and other safety studies have modelled the impact of generic training on improving evacuations in a transport system [ 17 ].
Also, force majeure events such as typhoons, earthquakes and tsunami can create huge threats to port safety. Many studies thus highlight the importance of all these factors and have shed light on how they occur, and their severity. Both individual and group factors are important. One key element is safety climate, or how employee perceptions and expectations relate to organisational safety [ 24 ]. This can be influenced by many factors. For example, institutional and social behaviour were noted to underpin the swift responses to the Fukushima nuclear disaster [ 25 ].
In contrast, temporary employment conditions, less experience amongst the workers, and downsizing, have been argued to place greater strain on workers and adversely affected port safety [ 4 ]. Thus many studies show the importance and relevance of a huge range of human factors. In specific studies of safety in Kaohsiung port, safety performance related research shows that safety training and management oriented container terminal operators as opposed to, for example, those who are job safety and supervisor safety oriented display optimum safety performance [ 29 ], cf.
Qualitative methods used are interviews, often more survey type rather than in-depth interviews e. Sometimes, conversely, quantitative style interviews are used to also produce qualitative data to help understand Human Factor elements [ 6 ]. Also, surveys are used to gather qualitative data e. Quantitatively, attempts to quantify risk have incorporated fuzzy unclear elements in risk analysis [ 39 ], and structural equation modeling has investigated marine accidents [ 40 ].
Statistical data analysis is used in regression models, Bayesian analyses and clustering, as well as in analysis of historical data [ 20 ]. Other mathematical simulation approaches calculate the probability of groundings or collisions on narrow waterways using geographical data and increasing numbers of vessels in a simulation e. Significantly it is claimed that Fuzzy Rule-Based Bayesian Networks can quantify the unquantifiable elements of risk [ 39 ].
To do this, the questions for these interviews were based on the historical data outlined above, and as such, constituted a case study in that a range of resources were drawn upon with the objective to generate theory to be applied elsewhere in the field [ 50 ]. Their in-depth nature recognized the purely social nature of language [ 51 ] and allowed for the generation and exploration of dialogue [ 52 ].
Such themes emerged diffractively [ 54 ] after many readings and considerations of the data. For example, it was not initially intended to consider the challenges of researching port safety and so this was not directly asked about, yet this emerged as a key theme after the many diffractive readings.
Kathleen epamail. By , the total volume of cargo shipped by water is expected to be double that of volumes. While many of these investments facilitate improvements in the operational efficiency of existing port operations, many ports also need to physically expand to meet business demands. Even the ports that have traditionally viewed themselves as environmental stewards of coastal resources are finding it challenging to balance economic, environmental, and social issues, i.

Ben Littauer travelled an unlikely path from philosophy to communications technology. He brings to life the exciting turns in his careers as founder and angel investor. In particular, he explains what leads founders to make the worst fund-raising mistake of all. Click here to read the transcript of the episode. If you are an angel investor who wants to do better at angel investing listen to Ben. He is one of my mentors and he has a lot of wisdom about how angel investors should start out and how they should build their portfolio.
The best way I can think of doing this is by talking to people who have done it. In our third episode, we'll be speaking with founder, angel, and advisor Ben Littauer.
Since , he has been an active angel investor in more than 35 startups. Ben continues to work as an advisor and a much sought after speaker in the art of angel investing. Ben, how did studying math, philosophy and the law lead you to a career as an expert in communication technology? When I took a personality assessment there. They said "You know, you're at the wrong side of Cambridge, and you really ought to be an engineer at MIT.
I said "I could do that too. BBN had a very inspired recruiter I have to say, hiring that this fellow did, during the whole time I was there was always very interesting people but not necessarily people with a lot of training just like myself. I've had a couple of computer courses. That's how I ended up doing Internet programming and the rest as they say is history. I have a logical mind and that's why programming fits with what I do, so I was a geek for many years alternating between actually programming and being an engineering manager until I got fired for my first startup and ended up having to start my own.
Now she discovered that she can get a lot of that satisfaction in coding, in writing computer programs because it is so perfectly logical. It's a wonderful thing. You say she went to Cornell which probably gives her a very good view of philosophy as a logical. She went and did biology at Cornell, spent all the time. Prior to that, she had had a great interest in philosophy and continues to have one.
She finds that her interest in philosophy is satisfied in coding, so I think that that's very interesting that you, this math, the philosophy thing. It tends to be a very structured logical point of view. The logicians obviously make great programmers, but oddly enough so do musicians. Don't see Citibank hiring a lot of house philosophers at the moment but coders probably so.
It was about 10 people. Got together and they basically developed a lot of the technology. There are wonderful stories of BBN where we were obviously inventing a lot of protocols and inventing a lot of what became the Internet. We had a young woman come in from recent graduate from Brown and we were having a meeting about developing some new protocols, and around the room are some of the big names in protocol development in the early history of the Internet.
I've had a very lucky career that I've worked with some very astonishing people and we developed a product called Lotus Express, that was not mainstream for lotus. We were a spreadsheet company, not a communications company.
I looked at that and said "Wow, that's pretty cool. This technology is really ugly but it sells well. I was the second of six engineering managers. Eventually they figured out that the engineering manager wasn't really the problem in the company, and so I don't feel terrible about that but I ended up on the street.
I was at an event at MIT this Saturday, and next to me. Anyway, please resume. Basically the equivalent of your phone today. You can do all of this operational business thing on using email, isn't that cool? I can't rely on it for doing business critical processes because I won't know if it gets stuck somewhere. That was my a-ha moment and I said "You know, I can tell you if it's been stuck somewhere by looking. It's been used for low-end network management and human-based network management since the inception of the Internet.
Where you'll occasionally ping a host and say "Are you there? That very simple concept turned into Baranof Software. I joined up with a former BBN colleague as my partner and we started this company and grew it organically. He ate ramen and I had a few box from a previous company and we started this thing basically on a shoestring and sold product in order to fund it, which is a very odd idea, and at that time it was already a little odd not to get some infusion of outside capital, although it was not yet the Internet boom that we know of in the late '90s.
I took up angel investing after years of some paid consulting but more on paid consulting with small companies on strategic issues and product issues and tech issues. I realized that I could either do this work for free or I could pay to do the work and I figured that must be a better model if I pay to do the work, they must listen to me. Paid by large enterprises, unpaid in small interesting companies and then you said "Heck, why don't I put some of the piles of money that I got instead of putting into the stock market, I can put it into these little companies.
I was initially looking for a job but I started having way too much fun and I enjoy working with the small companies and being able to put a small bet on each one that I really like gives me the opportunity for some upside and honestly it does make them listen to me more. I've been doing this as I said since , I started off knowing nothing about investment, that's why I joined Boston Harbor Angels and then Walnut because there's no better way to learn the ropes than to work with people who've been doing this for a long time.
I did this full time so I'm pretty committed to it, I jumped right in, and I'm certainly perfectly happy to have lost some money early on through some rookie mistakes. One of the mistakes that most angels do is they spend too much too early and discover that that won't let them build a big portfolio, so I've been steadily decreasing the amounts of my investment. Still hoping to find that X return in one of them that will cover the portfolio.
For example, suppose you have services connected to a database in Create a “default” contact point for slack notifications, and set it on root.

Project Manager Career Guide
The role of a project manager can be a very rewarding experience.
Why It’s Better to Have an Account Manager and a Project Manager on Your Website Project Team
The Project Manager manages a project on a day-to-day basis and is the only one with this day-to-day focus on the project. As a result, this role can never be shared. The Project Manager runs the project on behalf of the Project Board within specified constraints and liaises throughout the project with the Project Board and Project Assurance. In smaller projects where there are no Team Managers, the Project Manager will manage the Team Members directly, and where there is no Project Support, the support tasks fall on the Project Manager. They need to have good communication, cost management, an ability to understand the quality process, process change requests, document user needs, monitor the project, as well as planning, leadership and team-building qualities, including teamwork, problem-solving, reporting, facilitating meetings and conducting workshops.
