Lawmakers on Thursday avoided a government shutdown as they passed a short-term funding bill to last through December. But key underlying issues of governance remained, including the looming debt ceiling limit and a longstanding stalemate over addressing the country’s crumbling infrastructure, college affordability and climate change.
