Voting day and the management of election results

The biggest talking point of the local government elections so far has been the low voter turnout. By last night the IEC announced that just 8 million or 30% of registered voters had cast their ballots. By all accounts, this election could be remembered as having the worst turnout in a democratic South Africa. This amid tens of thousands of voters being turned away due to issues with the new voter management devices.
