Who are waste generators?

Waste generators refer to any individual or group that generates solid waste. And any individual or group who falls under this definition is expected to abide by some duties like
segregation of bio-degradable, non-biodegradable and domestic hazardous wastes. They are also accountable for storing construction and demolition waste separately. They should also check that the horticulture and garden waste are stored and disposed of separately under the guidance of local authorities. Solid waste should also not be disposed of and burned in public areas, and neither be thrown in drainage and water bodies.

Procedure to apply for solid waste management authorization.

The point to be noted here is that any individual who indulges in waste management activity needs to get approval from the Pollution control board. They must obtain prior consent from the state pollution control board or pollution control facility by making an application in Form 1. The pollution control board will examine the proposal for authorization and make inquiries as deemed fit on receipt of the application in form 1 from the local body. Any agency authorized by the local body can issue an authorization within 60 days in Form 2 of the local body or facility’s operator or any other authorized agency laying down the compliance criteria and environmental standards as mentioned under schedules 1 and 2, including any other conditions, as required.

The documents required to apply for solid waste management authorization are:

The PAN and Aadhar card of the authorized signatory. A GST certificate, proof of ownership of the site or a rent or lease agreement, factory license, electricity bill, layout plan, flow chart of the disposal process, details of machinery installed.

The validity of the authorization lasts for two years. It can also extend up to the period of five years, contingent on subsequent renewals. The application of renewals can be made in Form 4, 60 days before the expiration date. The state pollution control board or pollution control committee can renew an authorization after a thorough examination of each case.
