Panel 5 draws from the previous panel discussions to identify cross-cutting themes and potential best practices for both local transmission facilities and regional reliability transmission planning and cost management, in addition to innovative approaches that could be explored further, including the possibility of establishing a role for an Independent Transmission Monitor to the extent it is consistent with the Commission’s authority, and mechanisms to support enhanced transparency.
