Federal judges in Louisiana are giving the state more time to redraw new congressional maps, adding a second majority-black district. The hearing set for next week to draw up congressional boundary lines has been blocked. I'll talk to the State Organizing Manager, Black Voters Matter Fund, to find out what that means for voters.
