KRIMINAL: Percy Lapid case – Why are prisoners being used for crimes?

The brazen killing of Percy Lapid did not only allow the culture of impunity to persist. It also exposed the country’s flawed prison system.

After self-confessed gunman Joel Escorial surrendered, he implicated others including Jun Villamor, the alleged middleman inside the New Bilibid Prison. Not only that – as the probe continues into Lapid’s death, Villamor was killed inside the national penitentiary. His second autopsy showed he was suffocated with a plastic bag.

We’ve seen these in the movies before, but how could it happen in reality? Why are prisoners being used for crimes?
