The Intergovernmental Authority on Development IGAD member states are being challenged to improve and strengthen governance structures of the Blue Economy Agenda through efficient small scale fisheries management and aquatic biodiversity conservation. According to IGAD, Africa is losing at least 15% of its GDP growth due to climate change hence the need to partner with development partners to spur sustainable conservation and management of the blue resources.
