Evaluation of FAO's Voluntary Guidelines on Responsible Governance of Tenure as funded by Germany

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) promote tenure rights to natural resources to eradicate hunger and poverty while supporting sustainable development.

The Food and Agriculture Organization of the United Nations (FAO) has been promoting the VGGT in several countries, with the Federal Republic of Germany making a significant contribution by financially supporting FAO’s activities.

The evaluation covering six countries benefiting from German funds (Liberia, Mali, Mauritania, Mongolia, Senegal and Sierra Leone) shows that the programme in most countries contributed to the emergence of a common vision on land governance and positively influenced land reform processes. It also triggered changes in mind-set, needed for long-term improvements at country level. Results have shown that the VGGT – as international principles of land policy – can be translated into concrete actions at local level.
