Moses Matyayi who contested for the vacant chief executive officer position at the Windhoek municipality says he will introduce compulsory debit orders for residents in arrears to recover more than N$1 billion owed for services provided by the city. Matyayi also wants the government to start deducting portions of civil servants' salaries to pay their municipal bills.
