Clear governance and coordination mechanisms are critical to put in place to enable DHIS2 to serve as an integrated health information system addressing the information needs of health programs and departments across a Ministry of Health, as well as being an operational system supporting the needs of the different levels in the health system from community, health facility and local health administration up to national level.
There will always be competing needs in terms of system scope for the technical improvements that call for a well-coordinated prioritization process, a strong operational management to guide and monitor the technical work, and a dedicated technical team carrying out system improvements.
Routine health information systems, which represent a critical part of the health system, will need to adapt over time to new and emerging health information needs, and require long-term and stable staffing arrangements for maintenance and support.
